You first establish the trend direction using the
above techniques. You look at short term changes. You
wait for confirmation of the changes. You look back at
RSI to see if it is above "X"

If this confirms the long term and medium term trend
indicators you have a strong long term trend indicator.
However, it's only when all THREE time frames give
you CONFIRMATION do you have a high probability trade.
